Coming from East Cactus Alley Room, you want to jump to fix the door. Then aim down and shoot the cactus twice, stopping your momentum in the right place. If you have the correct run speed, you can run off the ledge and aim down without bonking the overhang or the floor. This will let you run through Butterfly Room quickly enough to avoid the fish.
