The Early Crocomire route has the Grappling Beam available to get this energy tank.
The Late Crocomire route instead uses a bomb jump above the leftmost Kamer to reach the E-tank's platform.
There's an even faster strat, though riskier, where you jump from the Kamer just before it sinks into the water, and then mid-air morph to compress Samus' hitbox.

You can also reach the E-tank location by jumping from the last Kamer with Speed Booster and no Hi-Jump Boots.
