The optimal strat is to run off the tube's ledge, aim down and fire a shot as you pass over the hole. Morph, and fall down the hole.
An easier strat is to hold Angle Down to Stop on a Dime as you enter the room, and fire a shot (two if you got Early Ice). Morph, then roll down the hole.
