Since the door to Red Pirate Shaft is blocked by a gate, you'll need to use a Blue Gate Glitch to access the Crocomire area without Wave Beam.

If you're taking the "northern route" to Lower Norfair, you can shoot the door, then jump against the ceiling and aim down through the door. In the next room, if you bonk the ledge right after firing a shot down, you can go through the door as soon as it's open.
