Entering this room with a Plasma shot charged, you can do a short hop, release the shot, and it will kill both pirates. Then you can lay the Power Bomb, and have lag reduced significantly. This costs in-game time compared with laying the Power Bomb on entering the room and going down immediately, but the lag reduction makes up for it in RTA.
